No Factions?
What a shame... v_v;
At least you can still make a Searing Flames elementalist and be like all the other elementalists out there..... if you really want.
I'll just stick with Water Elementalism.... because so few PvE Elementalist players are willing to do so.

Well fire is usually the most used so here goes.
Searing Flames works quite well, especially with multiples and it's great for hero use as well.
[skill]searing flames[/skill][skill]glowing gaze[/skill][skill]liquid flame[/skill][skill]meteor shower[/skill][skill]glyph of sacrifice[/skill][skill]glyph of lesser energy[/skill][skill]fire attunement[/skill][skill]resurrect[/skill]
A lot of people try to fit in [skill]mark of rodgort[/skill] or [skill]rodgort's invocation[/skill] for more burning.
An Echo Nuker is also a good way to go If you only have Prop/NF.
[skill]echo[/skill] [skill]meteor shower[/skill] is the usual...sometimes using [skill]arcane echo[/skill] also
with other spells like [skill]immolate[/skill] [skill]rodgort's invocation[/skill] [skill]fireball[/skill] [skill]meteor[/skill] etc...
A third possibility for fire is dual attunement [skill]fire attunement[/skill][skill]elemental attunement[/skill]. Again using skills like meteor shower, immolate, meteor, etc...

[skill]Mind Blast[/skill] + [skill]Rodgort's Invocation[/skill] + [skill]Fire Attunement[/skill] and [skill]Fireball[/skill]
= Ownz. Pretty much rolls through most PvE.
E: MBP, [skill]Resurrection Chant[/skill] works better than [skill]Resurrect[/skill] with glyph of sac.

Just about any res is better than Resurrect.

Damn right. Come on boys, a-n-y-t-h-i-n-g is better than Resurect.
Just to mention my favourite fire elite: Savannah Heat
[skill]Deep Freeze[/skill][skill]Arcane Echo[/skill][skill]Savannah Heat[/skill] + Other Fire AoE Skills.
Deep Freeze, even with no attribues in water, gives an unconditional 10-second snare...which keeps foes in an Area of Effect spell longer.
You could consider a more supportive role in PvE, Elementalists don't *always* have to be about damage damage and more damage...Air and Water magic can be mixed with reasonable effect:
[skill]Blinding Surge[/skill][skill]Chilling Winds[/skill][skill]Deep Freeze[/skill][skill]Blurred Vision[/skill]
Another option is Earth Magic, which is one of my favourite lines of magic. It has a reasonable balance between offence and defense:
[skill]Sandstorm[/skill][skill]Earthquake[/skill][skill]Eruption[/skill] are good skills to look into, as well as Earth Magic wards to help keep your team members safe such as [wiki]Ward Against Elements[/wiki] and [wiki]Ward Against Melee[/wiki].
Whatever you do, the most important lesson to learn is how to manage your energy. The most commonly used energy management techniques are:
[skill]Fire Attunement[/skill][skill]Glyph of Lesser Energy[/skill] or [skill]Elemental Attunement[/skill][skill]Fire Attunement[/skill]
(clearly you can switch the attunement for the maic you are currently using)
An Ele who spams "My energy is 2 of 102!" in missions is not a good Ele

If you wanted an energy management elite with fire magic, I'd use [skill]Mind Blast[/skill] over [skill]Elemental Attunement[/skill], less susceptible to enchantment removal, and it's extra damage.
Obviously this won't work with air/water/earth.

I know chant works better but he doesn't have that available to him because he doesn't have factions.
I guess he can use [skill]rebirth[/skill] but then that'll kill his energy.

Earth magic. Fire magic FTL of originality. Too bad you have no factions because Unsteady ground rocks my socks, unsteady ground+Eruption+Aftershock along with whatever defensive skills you need in order to set up for that chain just decimates melee groups. Sandstorm is also good to couple with eruption, hell eruption should be on every earth ele's bar just because it shuts down melee so effectively.
